New topics using Classic Block and have no formatting

When a new topic is submitted to our forum, it uses the classic editor block. It appears on the frontend with no formatting, just a solid block of text with no paragraphs, even if formatting exists. If I convert the topic entry to blocks, the formatting is fine. We don't have the classic editor plugin on the site.

We also don't have the formatting options like Bold, Italic, Lists, Blockquote, Link or Image appearing as I can see here on your forum. I suspect the issue is connected. Any ideas how I can fix?
