Logged-in users cannot to see the forums

Hi, I realized that logged-in users unable to see the forums.

Only when I logged in with admin account, I can see them.

Same issue with below topic.

All forums' visibility is 'public'.

And default user role is 'Free'.

As I am a default logged in users, All I can see is belows.

No forums have been created.

No topics have been created.

Which section should I look at to solve this?
