Creating Navigation Panel

Hello, 

I would like to create a navigation panel that allows my forum users go back to the list of forum categories once they have already selected a category. For example, if a user clicks on "Talking Drum", I would like them to be able to navigate back to the list of categories. I have attached screenshots to explain further. Ideally, I would like to insert the navigation panel around where the red arrow is in the second picture. Please let me know how to go about this; Thanks.
