Users unable to post new topic or replies

On the front end, all the user roles that I use, the administrator and 2 custom user roles, cannot post new topics or replies to the forum. All users are allowed to post topics and replies in the forum, through the forum itself and their individual roles. They can click the button to create a new topic or reply, but they cannot type in the body, which is required to post a new topic or reply.
