Fail to create a topic after a forum is created

Dear Sir,

 

I am the site builder.  After I have created a forum (unlocked and public), I was trying to create a topic but failed to do so. 

It shows "empty forum id" at the bottom right hand corner.

 

Pleas advise the way to solve it.  Thx.
